Today wafla submitted comments in response to the U.S. Department of Homeland Security's Notice of Public Rulemaking regarding H-2 program requirements. 

While wafla supports many of the suggestions about worker flexibility, we have concerns with parts of the proposal that hold employers responsible for actions beyond their control.
